Gentlemen: The enclosed advertisement21 appeared in this morning’s New York newspapers and as an American Corporation doing business in Mexico, we respectfully ask you to advise us whether we should continue doing business with the Mexican Consulate controlled by the Carranza Government or whether we should recognize the Liberal Constitutionalist Party by conducting our business with Manuel de la Pena who claims to be the Authorized Acting Commercial Agent of the party now said to be in control of the Mexican Republic.

Our shipments are made to the Mexican Ports of Progreso, Vera Cruz, Campeche and Tampico, consular papers being necessary in each case, for which a fee is paid to the Consular Agent here amounting to 3% of the value of the merchandise.
