For your information and such publicity as in your discretion seems necessary there are transmitted following texts of an exchange of notes between the Department and the Japanese Embassy at Washington relative to the Tientsin incident. You should transmit these to the American Consul at Tientsin for similar action and to the Embassy at Tokyo for its information only.
