The Governor of California (Stephens) to the Acting Secretary of State

The vote in California will prove approximately three to one against ownership or leasing of California lands by aliens ineligible [Page 20] to citizenship. We believe the sentiment against it is equally strong in other Pacific Coast States. May I respectfully insist therefore that any treaty negotiations between the United States and Japan be so worded as to conform to California’s views. If the State Department has other views can we not be so informed and given an opportunity to make further representations and arguments.
