This Government is for its part ready to cooperate in bringing into effect the provisions of Article 4 of its Treaty of 190385 with reference to the abolishment of Internal taxes on imported goods and to that end is willing to join with the other Powers in an assurance to the Chinese Government in the sense suggested by the British Legation as quoted on page 2 of Legation’s despatch number 3207 April 7th.
