The Chinese Government urges reply to its note of February 27th, transmitted by Legation April 7th.84 I request authorization to reply in the sense of British recommendation quoted in the Legation despatch number 3207 or if Department prefers to assent to immediate 5 per cent revision and increase with abolition of likin.
