The Government of the United States has been deeply interested in following the proceedings of the Congress of the Oppressed Races of Austria-Hungary which was held in Rome in April. The United States has the utmost sympathy for the general principles involved and desires that you should make known to the proper authorities that the aims of the Czech and Yugo-Slav peoples of Austria for free and independent development have the earnest support of this Government. You will make known the position of the United States to the Italian Minister for Foreign Affairs and inquire what suggestions he may have towards the active cooperation of the United States in this whole movement. The Department would also be glad to receive an expression of your own views.
