The Brazilian Ambassador ( Da Gama) to the Secretary of State

My Dear Mr. Secretary: I have received a telegram from my Government accepting the proposal Your Excellency made through Ambassador Morgan1 to meet in conference with the Italian, British and French High Commissioners and myself, with the purpose of studying the economic, commercial and financial difficulties brought upon Brazil by the restrictions in the international trade and transportation and devising means of removing or at least attenuating them.

I shall have the honor to attend to Your Excellencys’ appointment of any day and hour for that meeting and I avail myself [etc.]
