The Uruguayan Minister informed me last night that the German Government had disavowed its action in stopping the officers of the Uruguayan military mission and that when asking them as to whether the German Government considered itself at war with Uruguay, the answer was in the negative. It has been further agreed by the German Government to allow the Uruguayan officers to visit whatever battlefront they wish.
