Your August 1, 7 p.m. In pursuance of your July 16, 8 [4] p.m.,1 the Legation has already signified our Government’s agreement to the Chinese proposal, and British Minister, as senior Allied representative, has conveyed to Foreign Office acceptance of proposals concerning internment and passport control on the part of all Allied Legations other than Belgian.
