Dear Mr. Auchincloss: With reference to your letter of January 10th1 regarding negotiations between the War Trade Board and Japanese shipping firms, I enclose herewith copy of a memorandum which was handed to the State Department on August 24th last and which appears to cover the point raised in your letter.2
