The Ministry of Armament informs me that the British Government desires to hold a conference in Paris as soon as possible for the purpose of discussing measures for allocation of chrome, silicate of calcium, tungsten filaments, aluminum, lead and munitions. Before replying to the British Government the Ministry of Armament wishes to know whether United States will be represented at this conference.
