The Ambassador in Italy ( Page) to the Secretary of State

[Telegram]

1382. I have just seen a copy of the secret treaty, April 25 [26], 1915, between Italy, France, England and Russia; presume that you [Page 43] have seen it as it appeared in Russia1 and in the English magazine New Europe. It has not been published in Italy nor, I believe, in France. Prime Minister Orlando has gone to England accompanied by Minister of War and Crespi, Food Commissioner to Paris, to seek a reaffirmation of this secret treaty in view of the speeches by the President and Lloyd George. It is reported that Orlando and Sonnino had a stiff quarrel; the latter refused to go to England saying that he had the Allies’ written promise and he was against discussing the matter.
