Department’s 14762 and your 1764.3 British and French Governments are proposing to Allied Naval Council a unity of command in the Mediterranean, just as there is now a unity of military command on the western front. The Government of the United States is in entire agreement with this view and instructions have been sent to Admiral Sims to give his support to the proposal to agree upon a single naval commander for the forces in the Mediterranean. [Page 296] Please inform Italian Government of the views held by the Government of the United States.
