3997. My 3914, July 9.2 I learn that memorandum mentioned was later submitted by my Bulgarian informant to British official, Geneva, who is taking up with his Government the question of giving financial support to Bulgarian Revolutionary Party. Efforts are also being made to facilitate the journey to Switzerland of Bulgarian [Page 291] Radical leader … to ascertain his plans and possibility of such a revolutionary movement.
