My 3884.1 In conversation with a member of French Embassy, latter states that De Fiori, “a dangerous agent of Ludendorff,” was in Switzerland endeavoring to get into touch with Entente and especially America. It is possible that this was said to sound out the Legation. Merely to avoid any misunderstanding, I shall be glad to have the Department’s permission to acquaint British, French and Italian colleagues with substance of De Fiori’s communications without revealing channel through which received.2
