General Pershing has also been instructed to express the sympathetic attitude of this Government on this question and to point out the obligation of the United States to meet the increased demand of Great Britain and France for American troops up to July 1 and to express the hope that favorable determination of the question may soon be made to send troops to Italy subsequent to June.
