Department’s 3830, May 3, 4 p.m.1 In bringing this matter to the attention of the Foreign Office today, Mr. Pichon said that it was his personal opinion that such a declaration as to both Turkey and Bulgaria would be of much help to the Allies. He, however, wishes to bring the question before the Council of the Ministers tomorrow for their consideration before undertaking to answer for the French Government. As soon as I hear further from him I will telegraph his answer.
