Reference cablegram 67 signed Bliss, the action of the President is as follows:

The President concurs in the joint note of the permanent military representatives of the Supreme War Council in the sense formulated in your No. 67, March 28, and wishes you to regard yourself authorized to decide questions of immediate cooperation or replacement. March.1
