The Ambassador in Japan (Morris) to the Secretary of State

Following the occupation of Vladivostok by the Czech forces on the 29th, fully reported by Admiral Knight and Caldwell,2 the French Government to-day requested the Japanese Government to lend to the Czech army 30 machine guns and a number of mountain batteries with the necessary ammunition to prevent a possible counter attack by the Red Guard. The Japanese Government is considering this request, but appears inclined to answer that it does not feel justified in taking any action until the Allies and the United States are agreed on a general plan to be adopted in meeting the situation.
