The Consul at Moscow ( Poole), temporarily at Stockholm, to the Secretary of State

[Telegram]

9. Pursuant Department’s September 14, I left Moscow 18th after arranging with Norwegian Legation for immediate departure of few remaining Americans including Penningroth of Y.M.C.A. and Webster of Red Cross. Though condition improving Andrews of Red Cross cannot be moved for at least fortnight. Wardwell and Doctor Davidson will remain at Moscow to bring him out. Their position relatively secure.

Following search at Moscow Y.M.C.A. headquarters by counterrevolutionary committee September 16 Paul Anderson arrested and held for examination. Recently learned through courtesy of Belgian citizen that Vice Consuls Burri1 and Leonard2 thought to have gone to Baku have been for some time imprisoned at Tsaritsyn. Vigorous action taken and release of all three may have been accomplished by now. Has Department news of Tredwell? Montesanto presumably at Vladikavkaz. All other officers accounted for.

Poole

  2. Robert F. Leonard, Vice Consul at Moscow.
