9388. Your 7159, April 6, 3 [4] p.m. Foreign Office has promised to look into the matter the telegrams in question between Washington and Paris, and to let me know if they are stopped by British authorities.
According to the conversation on which I based my 9351, the reason for any suppression would be that since the old Russian representatives [Page 497] no longer represent a government, their telegrams might be treated as private messages which are not permitted to pass in code over British wires.
