1685. Minister for Foreign Affairs who just left Embassy tells me death penalty restored in ranks by Council of Ministers and will [Page 180] be promulgated soon. This shows response to my suggestion that Government should now adopt firmer policy in regard to army discipline and extreme socialism which advocates peace and thereby making more difficult vigorous war prosecution.
