Please ask an interview with President Carranza and say to him that the President, upon the recommendation of Ambassador Fletcher, has ordered the release of the 2,733,000 cartridges now detained at the border. The Ambassador on his return to Mexico at the end of the month will arrange with President Carranza details of delivery in order to prevent its falling in hands of the revolutionists.
