Advise appropriate authorities that Government United States cannot regard provisions of decrees of August 15 and December 15, 1916, as annulling the relations existing between it and its citizens who may acquire properties in Mexico, or as affecting its rights and obligation to protect them against denials of justice with respect to such properties.
