Special Agent Silliman to the Secretary of State
The Subsecretary of Hacienda has just informed me that there has been an entire misunderstanding of this whole matter. A decree [Page 632] is now being prepared which it is expected the Chief will shortly sign granting banks of issue period of two years in which to redeem their bills in silver. Correspondingly during the two years, debtors will not be permitted to pay their obligations in depreciated currency if their contracts state that payment is to be made in Mexican silver or in foreign money.
It would appear that the suggested conference of bankers is unnecessary.
