23. Referring 3, August 27, 2 p.m., concerning shipments dyestuffs, pharmaceutic articles, etc.¹ Several firms ready export large quantities from Rotterdam under Dutch flag if assurance given shipments will not be seized. Dispense from export prohibition quinine and caffeine can be secured [sic].
