My telegram of September 28, 5 p.m.1 The Foreign Office now advises me that it has received from the Japanese Minister formal notification that, in spite of the understanding in regard to the policing of the Shantung Railway by Chinese troops, the Japanese Government now finds itself compelled by military necessity to take possession of the railway as far west as Tsinan.
