Dear Mr. Lansing : I did not fail to inform Sir E. Grey of the contents of your personal and confidential note of the 5th instant, calling attention to the presence of the British cruisers Lancaster and Suffolk in close proximity to the harbour of New York. I now beg to inform you that I have received a telegram from Sir E. Grey in reply, stating that instructions have been issued to the British Admiral to take the necessary steps to prevent a repetition of these incidents.
