Brussels, August 6, 1914, 5 p.m.
[Received 7:40 p.m.]
Diplomatic corps convened for this evening to discuss subject of my August 5, 9 a.m. Care of Americans requires my constant attention. The Tennessee 1 is about to arrive at Ostend, therefore I feel that I can render more real service by remaining here. I should like Department’s views.
