Would it be impossible by shipping dynamite through Vera Cruz to the City of Mexico to supply the needs of the mines?

The President’s proclamation does not affect clothing, dry goods, hardware, and foodstuffs, and Treasury Department has issued orders to its officers on the Mexican border to admit properly invoiced and manifested shipments.
