The President’s proclamation of March 14 does not affect clothing, dry goods, hardware, and foodstuffs, and Treasury Department has [Page 758] issued orders to its officers on the Mexican border to admit properly invoiced and manifested shipments.

Exemption of dynamite for mines and other industrial purposes is still under consideration by the Attorney General. Keep Department closely informed about this.
