Washington, March 21, 1912.

I have just received telegram from Department of Foreign Relations of my country which says it is urgent for General Sanjinés at Ojinaga to receive as soon as possible arms and ammunition that are now detained at Marfa, Tex., so that he may make prompt and vigorous preparations for any emergency.

I shall be obliged to you if you would obtain from His Excellency the President the special permit therefor, which will be duly acknowledged by my Government.
