Excellency: In compliance with telegraphic instructions received from my Government, I have the honor to apply for your excellency’s good offices to obtain from the President of the United States of America a declaration under the head of exceptions spoken of in his proclamation of the 14th instant permitting the shipment to Mexico of the following arms and ammunition intended for my Government: Three hundred carbines and 40,000 cartridges that are detained at Presidio, Texas; 15 cases with 150 rifles and 70 cases with 70,000 cartridges that are also detained at Shafter, Texas; and the armament and park which the consul of Mexico at El Paso, Texas, forwarded to General Sanjinés at Ojinaga, and which were detained by the authorities of this Government at Marfa, Texas.

I thank your excellency for such action as you may be pleased to take on this request and beg [etc.]
