File No. 812.113/237.

The American Ambassador to the Secretary of State.

[Telegram.—Paraphrase.]

Mr. Calero, the Minister for Foreign Affairs, has called to request the Embassy to recommend that the President, in the exercise of powers conferred upon him by the recent amendments to our neutrality laws, issue instructions that a shipment of arms transmitted by the Mexican consul at El Paso to General Sanjinés at Ojinaga and detained at Marfa, Texas, be allowed to pass the frontier. This will prevent an engagement at Ojinaga on the Rio Grande and maintain a force in opposition to Orozco, according to the Minister.

Wilson.
