Refer to Department’s March 17, 10 p.m. There are no available arms at San Antonio, but the War Department states that all arms and ammunition needed can be shipped via New York and Vera Cruz at once, consigned military attaché, who shall sell them only as directed by you. Price, Krag-Jorgensen carbines, War Department’s preference, $6.40 gold; rifles, same make, $7.40 gold; and ammunition $15 per thousand rounds. You will arrange for necessary permit for entry of shipment, and inform Department quantity needed, and whether desired at once.
