My Dear Mr. Minister: In view of the fact that the Minister of Haiti is now in receipt of new full powers to negotiate concerning the Dominican-Haitian boundary dispute, I should be glad to have the plenipotentiaries meet at the Department of State at 10 o’clock Saturday morning, April 27th, for the purpose of renewing active negotiations, and I shall be happy to be present at the meeting.
I have informed the Minister of Haiti in like sense.
