Sir: The Department has received your No. 68, of July 31, 1912, transmitting correspondence relating to the revolutionary attempt of General Luis Mena, of July 29, 1912.
Your action in obtaining an interview with General Mena in which you communicated to him President Díaz’s offer of amnesty on condition that he resign as Minister of War, and in obtaining from General Mena and the General commanding the Government forces letters in which they agreed to carry out such an arrangement, which was afterward violated by Mena, is approved by the Department.
