Sir: I have the honor to acknowledge the receipt of the Department’s instruction No. 65 of the 18th ultimo (File 817.00/2130) together with its enclosure of a copy of the Libro Rosado of Salvador for the month of September, 1912, which treats at length of the recent revolution in Nicaragua.

On page 2 of the Libro Rosado is printed a telegram, dated Managua, August 5, 1912, in which the Salvadorian Minister, Señor J. Antonio López G., reports to his Government a conversation with me and alleges that he obtained my “formal promise” not to disembark another man besides those who were then guarding the Legation.

Of course I made no such promise, formal or otherwise, and I would have considered it presumption on his part to have requested any.
