The American Minister to the Secretary of State.

[Telegram.—Paraphrase.]

The Department yesterday sent for my comment Commanding Officer Terhune’s December 9 to the Navy Department.

A naval vessel should be kept at Corinto. At Managua there should be at least 100 marines to maintain order until proper protection can be given by the Government. Withdrawal of all marines would be construed as the tacit consent of the United States to renew hostilities.

Although the newly elected administration represents the great majority, the treasury is empty and the necessary protective measures cannot at once be taken. If by means of the moral support of the United States this country can be placed on a secure financial [Page 1070] basis—which its resources justify—it would be easy to maintain order.

The Government has been authentically informed that both Guatemala and Salvador are increasing their military establishments, and it is believed that if the restraining influence of the United States were removed, Estrada Cabrera and Araujo would precipitate war involving the other Republics, enforcing the union of all the Central American States, and having for its object the presidency of such a union.
