On account of general excitement of people here over her supposed mission, Minister for Foreign Affairs strongly urged me to request Department not to allow Des Moines to enter port of Vera Cruz for the present. I replied that I would transmit his request.
In view of my remonstrances there will be no bombardment ox city, but opposing forces will engage outside.
