Sir: I have the honor to inform you that this Department has received definite information through its Consular Service that Vera Cruz, Mexico, is now in the hands of insurrectionary forces.
In view of the shipments of arms and munitions of war that are likely to be excepted by the President for routing via Vera Cruz, or that have already been so excepted, I have the honor to request that your Department take such action as may be necessary to hold up all shipments which are to enter Mexican territory through that port until this Department can satisfy itself that conditions are such as to warrant forwarding such articles by the route referred to.
