In view of the presence of the large number of Americans, foreigners, and noncombatants in Vera Cruz, and their important interests there, and the difficulty, if not the impossibility, of their being able to protect themselves, you are directed to say to the Foreign Office that the Department hopes that no fighting, either in the streets of Vera Cruz or elsewhere which would seriously endanger the persons and interests referred to, will take place.
