Sir: I have the honor to advise you of a rumor which has been brought to the attention of the Department, to the effect that the recognition by your Government of the insurrectos at Tia Juana as Madero troops would end the trouble on the peninsula.

In this connection I have the honor to suggest that if political amnesty for the participants in disturbances in Lower California will put an end to present conditions, the taking of such steps would seem worth considering. Press reports, however, indicate that Mosby and his men have surrendered.
