Responsible party here states insurrectos at Tia Juana will vacate at once and end trouble on peninsula if recognized as Madero insurrectos. Otherwise railroad and other property very likely will be destroyed and possibly lives sacrificed. Is it possible to have Mexican minister authorize such settlement?
