Sir: The Department has received your No. 621 of the 3d instant and approves your course in addressing the note, a copy of which you inclose, to the Mexican foreign office, in which you intimate to the Mexican Government that, unless adequate protection should be afforded, that Government would be held liable for all loss of life and damage to property of Americans in the event of a mob outbreak in Mexico City.
