Ciudad Juarez, May 11, 1911.

Provisional President Madero and Provisional Governor Gonzales are here, and have set up local government for Juarez. I am acting in harmony with the Government de facto. The provisional governor seems anxious to favor Americans and work in harmony with them in the establishment of law and order.
