Excellency: I have the honor and regret to apprise your excellency that, according to a report from the consul of Mexico at Douglas, [Page 482] Ariz., a group of rebels yesterday stood in front of the consulate and insulted the personnel of that office whenever they came out on the street.

The local authorities know of this, and in view of the gravity of the offense I hasten to bring it to your excellency’s knowledge, feeling assured that you will please to issue such orders as may be necessary to secure the personnel of the Mexican consulate at Douglas from such annoyances on the territory of this friendly nation.
