Sir: Relative to the protection of American lives and interests at Parral, the foreign office informed me to-day that the war department has been requested to immediately afford the protection desired, and, referring to the reservation made by the embassy of all reclamation rights for damages suffered, reserves on its own behalf the right to know in every case upon what grounds claim for damages is based, so that such claims may be dealt with in accordance with the principles of international law.
