Your Excellency: The Constituent National
Assembly having solemnly confirmed the change of institutions as
proclaimed on October 5, I beg your excellency to be pleased to
express to the Government to which you are accredited, at the
earliest opportunity, my great satisfaction at the good relations
maintained with the Government of the Republic during the period
that has just expired, which relations I confidently look upon as a
pledge of unalterable friendship between Portugal and that
country.
Your excellency will also avail yourself of the opportunity to
confirm the impression of profound gratitude on the part of the
Portuguese Nation for that Government’s prompt and final recognition
of the Republic.
