The Minister of Portugal to the Secretary of State.

Sir: I have the honor to inform you that the National Constituent Assembly met yesterday at Lisbon and adopted the republican form of government for Portugal.

In making this communication to your excellency, I am directed to assure the Government and people of the United States of America of the cordial friendship and good-will of the Government and people of Portugal and to express their earnest hope that the new order of things may prove a factor in drawing the two countries together in closer association, to the lasting benefit of their mutual interests.
